POSITION/TITLE: Finance Manager
REPORTS TO: Chief Executive Officer (CEO)
SUPERVISE: Finance Officer/Clerk
LOCATION: Phnom Penh, Cambodia

Finance Manager is a member of the management team contribute in key decision which drive the company. S/he will be responsible for planning, directing and controlling financial functions of the whole company. Persons involved in position must have skills in financial management, accounting and good understanding of Cambodia Accounting Standards.


Participate in the provision of effective strategy and planning
  • As the member of the management team, participant in key decision by providing advice on the financial implications of existing business activities and the impact of introduction of new initiative
  • Monitor and evaluate annual capital and operating budgets to ensure they are in line with CBC’s business strategy
  • Lead and Manage the process of financial forecasting, budgeting and reporting including financial reporting as required at Board of Directors Meetings
  • Develop performance measurement indicators in line with company strategic direction
  • Evaluate the need for new technology to meet the organization's financial data processing, control and reporting requirements
Provide comptrollership functions in order to ensure finances are managed according to policies, procedures and generally accepted accounting principles
  • Manage accounting and financial system based upon Cambodia International Financial Reporting Standards
  • Monitoring the completeness and accuracy of accounting transaction
  • Provide financial advice, direction and leadership
  • Provide invoices for member using the applicable format as prescribed by the Cambodia Taxation regulations
  • Ensure that cash and bank management is under control and regular reconciliation is taking place
  • Forecast cash flow positions, related borrowing needs, and available funds for investment
  • Recommend appropriate dividend issuances, based on historical dividend patterns and expected cash flows
  • Provide timely management report to CEO and Leadership team by highlight the key performance measurement indicators
  • Prepare required supporting information for the annual audit and liaise with the Board's Audit Committee and the external auditors as necessary
  • Oversee payroll function to ensure that employees are paid in a timely and accurate manner
Oversee in preparing document for tax declaration in compliance with Cambodia Tax Laws
  • Prepare the monthly tax return in accordance with the Tax Laws
  • Arrange the monthly tax returns for lodgement with the Tax Office
  • Prepare the tax on profit (ToP) return in compliance with law on taxation
  • Prepare the patent tax return
Provide leadership and direction to finance team to ensure efficient use of human resource
  • Establish and maintain internal controls to ensure compliance with financial policy and procedure
  • Evaluate the performance of and provide training and development opportunity for staff
  • Lead in developing CBC documentaries and make it available for promoting; and
  • Manage the maintenance and upgrade of finance policy and procedure
Other Duties
  • Assist CBC management with other tasks as required;
  • Take initiative in doing other task appropriately; and
  • Other duties as assign by supervisor or line manager.
  • Manage outsourced relationships with service providers surrounding any supported finance functions.


  • A minimum university degree in banking/finance, accounting, complete ACCA is highly appreciate
  • At least 5 years’ experience and at least 2 years at management level
  • Experience in strategic planning and execution
  • Good understanding of Cambodia Accounting Standards (CIFRS)
  • Excellent decision making capabilities and team management
  • Strong analytical skills and leadership ability
  • Strong oral and written communication skills in English and the ability to interact effectively and collaboratively both internally and externally
  • Has an enthusiastic attitude towards building
  • Demonstrates the ability to take the initiative and pay close attention to detail;
  • Honesty, reliability, and a commitment to strict confidentiality;
  • Is self-motivated and committed to self-improvement; and
  • Excellent knowledge of MS Office suite
